Impossible question. As Twilight, I wouldn't want to exclude any of my friends, especially since I'd never hear the end of it from the one that I excluded. I'd explain the situation to Princess Celestia and ask for an extra guest ticket.

Fluttershy didn't even want to go to the Gala, she just wanted to piss about in the gardens, which look like they're public access based on The Return of Harmony part 1. So I'd just give her the tour of the gardens some other time and leave her to chill with the animals.
