... which would still imply that the trains should function, because that would make the coal a semi-artifact, which would have still worked for awhile.

Potential real answer is: there's like one fucking train serving the whole contenent and it does NOT have enough space for every guard.

Because the technologies that harness those things haven't been invented yet. The setting is pretty loose with technology, and we see a lot of anachronistic stuff in one-off scenes and visual gags, but broadly speaking, Equestria is around the technological level of the early 20th century.

They don't have those. I cannot make this point more explicit. There's nothing in canon to suggest that they've invented the parts, machinery or techniques that would allow them to use these things to create steam. They have lots of things we didn't have a hundred years ago, but a train that's better than the coal-fired steam train is not one of those things.
