No? It forces software developers to provide service for an indefinite periods of time. This is not a freedom (negative freedom), this is an entitlement (positive "freedom")

A lot of modern video games are marketed as goods but are in reality services that can be shut down with little or no notice. This potentially conflicts with existing EU consumer protection laws so there is a campaign to get the EU to take a look at the current industry standard and either clarify certain laws or create new ones to protect consumer interests. If the campaign reaches 1 million votes the EU will be legally obligated to discuss it, and given their previous rulings on things like microtransactions and game refunds there's a good chance they don't throw it out.
If the EU passes a law about this the AAA industry will have to stop being lazy bums and actually create future games with longevity in mind (or they will at least have to turn over shit for modders) or else they will miss out on the entire European market. You can still play Half Life Deathmatch in [current year] but if you bought something like The Crew you essentially just lost $60 the moment Ubisoft turned off the servers.
