I headcanon that there are many nations on the planet of the ponies. Equestria is one of them and it happens to be ruled by two sister alicorns. Other nations might be ruled by male alicorns. They are just as competent and magnificent, they just rule other nations. Also, there are nations that are not ruled by alicorns at all.
