I headcanon that there are many nations on the planet of the ponies. Equestria is one of them and it happens to be ruled by two sister alicorns. Other nations might be ruled by male alicorns. They are just as competent and magnificent, they just rule other nations. Also, there are nations that are not ruled by alicorns at all. They are ruled by kings, queens, councils, republics, etc. Some are just tribes living in wilderness areas, like the kirin or snowponies. Alicorns come to power in places they are needed. When they have completed what they are meant to do, they move on to hight planes of existance. They are like the designated regents of the ethereal god-ponies on the planet. They make sure things don't get too far out of hand (or rather, out of hoof).
