They're magical. My headcanon is that they soften when they are just standing, walking, sitting, or laying. When they run or trot, their hooves harden. That's just my own interpretation, though.

True, but walking on them is actually healthy for the horse, since it makes them stronger and more resistant. I forget where I read it, but horses can actually suffer some kind of hoof condition if their frogs aren't exercised enough, like when they're kept in a stable without being able to run around.
