He can only succeed when he doesn't try. He's destined to save equestia, but if he tries, he will fail, and thus whatever the problem is at the moment isn't actually the ultimate equestia-ender. It's only when he doesn't try will he succeed at saving equestria. But for him to succeed, equestria must actually be in mortal danger. For as long as he tries, equestria will not be in mortal danger.
