Then, I wish to express my doubt that griffs would have the same petting/preening restriction of below-neck only to themselves and their mates. Mostly because I'd dislike to be resteicted from scritching basically most of the body surface.

Does Sequestria ever receive any international visitors? It isn’t like everycreature knows how to transform into a seapony or conjure a dive suit at will, so would international tourists largely only go to the surface of the hippogriff kingdom?

I am rather certain of that. As one may expect Seaquestria to have developed in isolation, odds of a drive for tourism would be low, so the hippogriffs might be the only ones with touristic amenities. Not to mention that hippogriffs would inevitably piggyback off any visitors to the seapony realm as the only creatures in the business of bringing them down under water.
Seaquestria also sounds a lot like a play on the word "sequestered", which might indicate a disdain for strangers to further shun touristic development.
