The Wonderbolts are a weird mix of athletes and the military so war is enough of a risk for Equestria to have a standing military, and the Yaks threaten war at the drop of a hat so it is a constant threat that Equestria needs to be prepared for. Plus in the Sombra timeline we do see Equestria wage a full scale war against the Crystal Empire, complete with military ration factories, gigantic battles and several characters receiving significant war wounds like Dashie losing a wing, but still needing to fight
