Character restrictions, I assume, otherwise it would be stated. That said getting old versions is easy and can be done through the Steam client directly, no need for piracy or modding of any kind. Here are the steps:

>type "steam://open/console"
>in the console, type "download_depot [game ID] [depot ID] [manifest ID]

The game ID is 574980
The depot is the branch of the game that gets updated, in this case there are two: 574981 is the game data and 574982 is the .exe file
The manifest is whatever patch you want to download, which you can find on SteamDB. You would need to find the manifests for both of the above depots listed

So, if you wanted to download the final patch before 2.0, which is 1.4.4, you would type these two commands:

We're in interesting times for the first time in a year and a half. The company Mane6 sold the IP to has been going bankrupt for a while and last month it was announced that said company has sold the IP. We don't yet know who it's been sold to or what their plans are, but we'll find out in early September. There's been an uptick in tournaments since the announcement including QT Tourney coming back for at least a one-off, so things have picked up. We'll see if things get better or worse with the new owners than when the game was dead in the water

The hate isn't unwarranted, none of them have the gameplay philosophy of the first seven characters. There really aren't any super fucked up, unwinnable matchups among the 2.0 cast, worst is like Ole:Pom and Pom:Pap, while the dads and Baihe all have at least one extremely skewed matchup where the opponent has no tools to deal with them (Shanty against the dads, Arizona and Paprika against Baihe etc.). The only reason launch Stronghoof didn't DESTROY the competitive scene was a combination of the scene being mostly dead even by that point (so little incentive to tierwhore) and everyone in the community being a character specialist with years of experience in their main that they don't want to give up. If Stronghoof got developed at all by top players in 2023 the character would have had to be banned.

Baihe is obviously just unfinished-broken-tier, so she's not relevant to the discussion. But Stronghoof and Texas are broken in different ways. Stronghoof is broken in the same way Oleander-Fred and Pom are broken, and quite frankly both of those characters are retarded. Texas breaks the game in his own way unique from any other character, what with the resourceless armor, restands, and so on.
Stronghoof is aggravating because he's yet another character who engages in riskless puppet pressure bullshit, and the less of that we have in the game the better. There's less of a case for banning him than Baihe or Texas, because that sort of degeneracy already exists in Pom and Oleander. But the less of it we have, the better. But there is no good argument for keeping Texas or Baihe.
Basically... No sane person would include Baihe. Nidra is on-par with most of the vanilla cast. Shanty might as well be base cast. Stronghoof is analogous to Ole and Pom in bullshit-level, and the less of that the better. Texas is the only real "rulebreaker", and nobody likes him except Texas mains.
A blanket ban on all DLC makes it less complicated, but in reality only two or three of them are actually that much of a problem.

Texas Smash 5 frames is definitely the big one. Rebalancing Texas Run is the other big one. It makes little sense for the combo-starter followup to retain armor and be safe on block. I also wonder if it would be better off with only one hit of armor or if that would make it unusable. It's hard to imagine it being that bad of a nerf, though.
I also really, really, really want restand gone, at least as a reset point. I can imagine it working like a stagger, where you can still use it for combos after JD is full, but it doesn't lead to a reset anymore. Maybe it'd be too much if his neutral were nerfed. Maybe he'd "need" that offensive snowball potential, and his movement speed would make techrolls difficult to chase.
And of course, maybe his magic needs to actually matter. Maybe bells should be more unsafe on block, unless magic is spent to improve their framedata. Maybe bell followups should cost two magic. There's a lot of potential there.
It's definitely possible to imagine a Texas that is well-designed. Current Texas is a blight on the game and frankly the main reason I don't boot up as often as I used to. It'd be less of an issue if all of the modern "top" players weren't Dad mains.

As for the first point about armor... He has the B followup. That's the followup meant to dissuade mashing. It's fast enough to frametrap. Maybe it should be the one that's -3. That's kind of a staple in a lot of "run stance" characters. The safe mid that frametraps, but doesn't lead to combos in most situations.
Even if none of his run followups led to anything crazy on hit/block, players would still be incentivized to mash because runstop TS is such a threat at all times. You can't NOT do something against run. The problem is how few meaningful options there are. There is a theoretically "balanced" RPS in there somewhere, but as it stands now, it feels far too risky as the defender for how little Texas has to risk as the attacker.

Texas Smash needs to be 6 frames, not 5, solely because it has full invuln on its active frame. Texas, in a +0 situation (which are admittedly rare) would beat any 5f jab in the game when that's otherwise not how strike v. throw works in this game. 6f preserves that dynamic. The alternative is removing the invuln and fixing whatever edge cases cause it to be necessary, but that's much more work.

As for Texas's magic, my proposal is to make it so Texas doesn't gain a stock from his bell tippers until AFTER the cancel window for the followup ends. Texas either uses the bell without a followup and gains a stock, or uses the followup and loses a stock. It's far from perfect because Texas 5D is a great combo tool on its own (and you can't just make it worse without completely fucking up his combo structure and requiring many other changes to his moves to compensate for this loss) but it would make Texas at 0 magic much less threatening at long range, since he needs 5DD to convert his fullscreen stomp into a combo (I would also change his 2C to knock the opponent away when in OTG state so he can't just substitute that at long range).

Nidra is a stance character, and that's usually how stances work. Swapping in and out of stances, usually only for a brief moment to abuse a certain string or followup. Think Soul Calibur's Siegfried. Not every stance is a total change in playstyle, they're generally just a way to temporarily gain a few options.
