I don't think it has anything to do with all the dutch dolly-haired, evil, little girls we see in cartoons though. I think that Shirley was very competitive and very good at scaring other children. The dutch dolly also looks very restricted, fabricated and unnatural. So maybe they aren't all a jab at Shirley. Then there's also the heredity of art to consider. Even if the first dutch dolly might have been a jab at Shirley the rest might just have been copying a trope that works.
