Look at it this way.
Starlight locked them in a cabin, tried to gaslight them, tried to attack them when the truth came out, and when she made a run for it? Twilight said to let her go.
Cosy tried to run off and they felt the need to stop her. Which is dumb, because she is a literal child with no powers of her own, so locking her away feels pointless, especially when they could just spread the word not to befriend her or trust her with powerful artifacts.
She was defeated, her plan failed. The likeliness of her doing it again was low.

Cosy's plan was dumb and wouldn't have gained her power anyway. It rides on everyone trusting her and she lost that the moment they saw the real her, so world domination would have lasted a day at best.
Magic gone? So what, Cosy's would have gone with it too. Presumably she wouldn't be able to fly anymore, she wouldn't be any stronger than anyone else.

Our Town only functions because of its small size, silly filly. It will literally collapse on itself if it gets any bigger than say Ponyville because the cohesion of the community is dependent on everyone being friends with each other in harmony which falls apart after a certain size. Our Town is essentially just a sanctuary for the downtrodden, those are the types of ponies drawn to her message because of its promise of friendship.

Starlight wasn't completely selfish like Luna, not even like Trixie. Her goal was to make a community for ponies to make life long friendships. The town was a vehicle for her to project her ideology onto Equestria. Not quite a forceful takeover in the spirit of Tirek, Discord, or NMM, but absolutely an influential takeover. I don’t think she planned on marching on Canterlot, but instead propagandizing her ideology to make it in vogue and have ponies willingly follow her shtick and convince others to do the same. Converting a Princess to her cause would signal boost the hell out of her isolated cult and attract people solely because of a royal endorsement.
