Because good will and violence have different limitations. Imagine a relationship where you will die of hunger after the first argument or misunderstanding, or if the other party just grows tired of you. Good will and dependability don't always go well together, do they? Or imagine living in a society where law and public mores implicitly assume a gap in severity between ostracism and a death sentence, and you're a roach whose biology brooks no such difference. And then there's overpopulation. A single pony can only feed a limited number of drones without making it her full time job. Double or triple this number, and even having it as her job is not enough: her body has to be modified and her sleep cycle has to be severed to produce so much love. If a belligerent queen wants to lock her subjects in a perpetual war, all she has to do is make more changelings than ponies can feed on their own free will.
