Most musicians, even good ones, like Slash or Eddie Van Halen can only write their parts and are not capable of arranging or putting whole songs together. The singer songwriter era (circa 1960s-1990s) was a blip in the history of music. Music has historically been compartmentalized into writers and performers. I guess the big difference now is that audiences are really, really stupid and think popstars write their own music and aren't really aware or appreciative of what's going on behind the curtain.
