I tend to regard 79 as a little weaker year than the two surrounding ones for one thing the trend that year seemed to be diffuse, watery pop production unlike the clear, sharp, and up front sounds in 78 and 80.
Judas Priest always followed production trends to the letter so their albums are a perfect sample representation of what the currently popular aesthetic was when they were recorded.

that's in contrast to Van Halen who usually stood a bit apart, the first album is very reverby in a year when up front albums with a lot of mid range were the norm.

Yep, like "That's The Way" by KC & The Sunshine Band. However, September is barely funk and the only reason it is considered so is because it was made by a funk band.
