Blame Japan. They made artists include bonus tracks on the Japanese versions because it was cheaper for people in Japan to import CDs from America, so they did this as a way to entice buyers. Many artists hated this practice, so they'd just toss on an outtake or b side. But this ended up with Americans importing the Japanese version for the bonus tracks. Or just pirating them.
