If you're Apple or Spotify you don't have to spend millions, you just artificially push up your protege's prominence in The Algorithm so everyone is listening to them. Then once you've created the fan base you don't even have to do that, your new pop star is a self-sustaining money printing machine. If it falters you can tweak the settings again, also for free, push them harder for a while and see if they can be resurrected. If not, there's always the next in line.
Meanwhile if you're a traditional record label without your own direct content delivery system you have to buy advertising, pay for radio slots, or pay your new streaming competitors for for a bit of Algorithmic favour, all with actual real money.

One thing I forgot to mention is how a lot of this (and this is mentioned early on in the doc) was triggered by the crisis that happened in the music industry in the early-mid 2000s whereby album sales started becoming abysmal. Every time an industry (or the capitalist system itself) goes into crisis, you see rival groups of capitalists fight with each other in order to take control of said industry and stabilize it, and make the losing capitalists pay for the cleanup (so to say). That's exactly what Apple was doing here. So, come the early-2000s, illegal music downloading is still a thing even if Napster is in hot water, album sales are at an all-time low, music industry is in crisis mode. That guy Feigelson (or whatever his name is) comes up with iTunes and later proposes what ends up becoming the prototype for music streaming. Years later Apple decides to go all-in and Feigelson and his buddies establish Platoon.
