That's exactly why Billie was pushed so hard and relentlessly: she was supposed to be the flagship species for this entire ordeal. Promote her to the point where she inevitably becomes the biggest pop star in the world without much radio airplay but with loads and loads of streams.

If you're Apple or Spotify you don't have to spend millions, you just artificially push up your protege's prominence in The Algorithm so everyone is listening to them. Then once you've created the fan base you don't even have to do that, your new pop star is a self-sustaining money printing machine. If it falters you can tweak the settings again, also for free, push them harder for a while and see if they can be resurrected. If not, there's always the next in line.
Meanwhile if you're a traditional record label without your own direct content delivery system you have to buy advertising, pay for radio slots, or pay your new streaming competitors for for a bit of Algorithmic favour, all with actual real money.
