i have thought about this a lot the only way to guarantee a bot-free (and retard free) internet is to give every user a unique key (think a yubikey usb stick) to log on with and systematically deny everyone access without a key

the problem is those systems are very easily corrupted into state surveillance and dystopian tracking faggotry, so there needs to be away to make it fully anonymous
