Scorpions WERE innovators though? They were very important to the development of neoclassical metal (just listen to The Sails of Charon) and Klaus' vocal style was very influential on the more melodic styles like power metal. They were also one of the few bands from the decade (alongside Priest, Rainbow, Riot, and a select few others) that played the non-bluesy, more riff-driven style of metal.
