most of the 90s was taken over by black rappers to promote crime and violence so more people would go to prison.

Because white people werent n*ggery enough anymore. They went totally soft. White Americans in the 50s-80s were total white-n*ggers. They were working class, got into fights, had street gangs, actually lived in major cities, had in-group preference. By the 90s, young whites had all been neutered by suburban lifestyle. You can thank your grandparents and their white flight for that. Should have stood their ground.

American ghetto black accents/cadences sound better for rap. When people hear rap they expect this kind of vocal sound. This is why most rap sounds stupid unless it's in black american ghetto english. UK rap for instance is unlistenable because of the british accents, no matter the race of the rapper it just comes off sounding corny.

If you're white and talk ghetto like this though people call you a wigger and clown on you. So most people don't do it. Even Eminem, the top selling rapper of all time had his ghetto vocal phase.

Fats himself said he wasn't playing rock 'n'roll but rhythm 'n' blues, if that matters. But I was definitely wrong on when he started.
