Look at the Fool is directed at Tim himself. He had been working his ass off for years both making creative experimental music that spoke to him and attempting to sell out but none of it was taking hold even in the era where folk was popular. By this point Tim had become the fool for his life of futility. Its a real shame he died because he would've known how impactful his music was if he survived long enough.
