I disagree, but I do think there's something to this. I think blink-182 are exactly what they seem to be - a skate punk band that went so pop they redefined pop punk to be something even poppier than it had been before. However, there is an emo element. I think their biggest influences are skate punk bands like Lagwagon, but I don't think it's a coincidence that they also sound a lot like some of the emo bands of the time, like The Get Up Kids and The Promise Ring.

Blink have some emo-adjacent songs, and obviously there was crossover appeal between emo kids and pop punk kids, but none of their albums are a straight up emo album, and Enema certainly isn't one. Self Titled is probably the closest they have to a proper emo album and even then, it's more like a pop punk album with some emo songs sprinkled in like I Miss You. Enema is still a great album though, probably my favorite pop punk album.
