I'm not going all the way to Toronto to fix a single wiring issue that killed the throttle after driving through an ankle-deep puddle.

Google keeps bringing up Durham E-Bikes Sales and Service which specifically says in their website "SORRY WE DO NOT SERVICE STAND-ON KICK SCOOTERS".

What is with these things that make repair shops so scared of them?

With how popular they are getting there are gonna be a LOT of angry stranded scooter users when they start breaking down.

I fixed such thing for a friend. His was a name brand thingy. It was a pain to work on and cknstruction and quality were such that I can relate to repair shops refusing to work on them. In the chinese factory they onl, need to assemble it once. So if say some thread was cut wonky they'd just try anyways, do 'er up and if she holds thats abother finished product. Now knock on wood.
But taking it apart again might mean it's never coming back together.
If the environment those exist in where more akin to bicycles: Frame manufacturers make parts that need to go together with standardized components etc. id expect the quality to be better but the price higher. The design of those things really is analogous to the typical rental bike thing.

Russian here. We used to have a LOT of kulibins trying to fix these shits. Most of them kept accumulating dead unsalvageable boards and BMS-es, vaults of questionably good 18650s that are not cost effective to test, and broken structural components that you can only get by buying a brand new one of these. You know what was common practice for quite a few models of e-scoots? Etching down the fucking solder mask off the driver board and tinning the fucking traces to let them pull that little bit more amperage without immediately blowing up. You know what that lead to? Them still blowing up, but now at higher loads, thus putting you into more danger. That's the reason scoot manufacturers started putting dick brakes on these, not to make you brake better, but to safeguard you from suddenly finding yourself with no brakes when it inevitably does blow up.
Eventually most of these guys went back to fixing bicycles and monowheels and never touching scoots again, the few who remained became rental scooter techs who couldn't care less about your black piece of trash, they have their hands full already.
E-bike can't break, it can just temporarily become bike, so they are much easier to work on. On the other hand, monos actually take reliability and durability seriously because they have an autistic community and word of mouth spreads, if your shit is a faceplant machine you'll get blacklisted and only chumps will buy it. Scoots' biggest market are rentals, so you are getting the lowest common denominator, made to be as cheap and disposable as possible. You bought a Kia Rio of non-car transportation, its explicit purpose is to turn into a pile of rust right after its warranty expires, except all of these scoots are chink and chinks don't respect warranty anyway so the threat of expiration is immediate.
Is it possible to make a quality e-scooter? It is, but you won't buy one, it'll be too expensive, you'll just upgrade to a shit model with bigger number instead.

Fixing TV's is actually stupid easy usually depending on make and model. Mostly due to the fact that while they're mass produced they aren't glued an soldered and held together with fragile plastic clips designed to break like smartphones and shitty laptops are out of maliciousness mostly. They don't need to do any of that since most people with twenty different streaming subscriptions can't be bothered to do some 30 minutes of research to trouble shoot what may be a very simple problem. Not like a TV exists to commute on nor does it store all your beloved family photo's that people don't backup for some reason so throwing it away ain't nothing to people usually.

Worst Korea and Vietnam also make a fair amount of E-scooters too actually both good and absolute trash.
Dualtron is a good example which is almost entirely made in the Peoples Republic of Samsung an LG and occasionally the Philippines too, also some Segways are from Vietnam which isn't entirely just a work around for sanctions since it was a thing prior and they already make a fair amount of bikes too so why not just re-tool for that market too.

it's not a "wiring issue", your hub motor is probably corroded to shit and fuck and the rust in it has probably soaked enough water for the controller to say "nope i'm not gonna self-destruct, the motor windings have wrong resistance, you are not riding today".
there are repair shops that specialize in e-scooters but:
-every repair is complex and expensive, for example changing the tire on a e-scooter costs quintuple the amount you would pay for changing a tire on a bicycle and double you would pay for a car tire change because it fucking sucks to put on
-anyone who would do it cheaper will either fuck up your e-scooter, refuse service (as OP mentioned) or make you feel disappointed that you paid for the service you could do yourself
-electronic parts (excl. battery because most sane services will refuse servicing batteries) are either expensive or dangerous to replace, as in motor controllers while cheap, have memory that keeps track of battery health, motor state, owners etc, while motor hubs, lights and other doo-dads are propietary garbage that is not worth repairing
-mechanical parts are made of chinesium and designed and assembled by apes, if you have a faulty bearing, you will probably have to weld together a contraption and use 3 different tools to change it, making replacing the whole wheel cheaper.

so if you want to repair it yourself i can walk you through the process, find you the parts or recommend what steps you can take to fix it, as long as you have the tools i got the know-how. pic related is most likely the issue you have but you don't know until you start taking it apart and troubleshooting.

if you think the issue lays in the electronics stored under the footpad, first off buy one of these spray contact cleaners, they are not conductive and fix 80% of corroded electronics i come across.
to troubleshoot the shit:
1. IMPORTANT, unplug the motor hub from the battery, the battery is located under the footbad, just unscrew the panel and gently pull out the connector of hub motor cable from the controller board next to the battery. do it gently otherwise you risk breaking the connector, it shouldn't be soldered into the controller board but if it is let me know.
2. check the wire coming to the motor hub for rips and tears underneath or protuding from insulation, if the insulation is broken there might be a short in the wire caused by water intrusion. if the insulation is broken, unplug the motor hub from the footpad battery and just put on a heat shrink on it or if two cables are broken and are causing a short with eachother, pull those individual cables (do it one at a time), cut it where its broken, put a heat shrink tube on it (do it first before soldering) solder a bit of wire of similar thickness so its slightly longer than it originally was, solder it back together, heat shrink the insulation and put it back together with more insulation if its needed. buy a multimeter, its going to make checking for ruptured or shorted connections really easy.
3. check the motor hub for corrosion, there are tutorials online on how to deal with hub motor corrosion, as it comes to corroded electronic components in the hub motor, the pic-related spray should fix the issue and if it doesn't, you gonna have to jump traces on the PCB board or replace $0.20 worth of components if there are any, of course that requires a soldering iron and soldering skills, if you want to jump a trace just use a multimeter to check connections and if one of them are broken, scrape the PCB with a knife and jump it with a piece of wire.

continuation of my post:

4. if you already checked the wheel hub and disconnected it from the controller board and fixed any issues that might be laying there, put back together the e-scooter and check if it works (preferably outside for safety). if it doesnt work still you gonna have to check the electronics under the footpad where the battery is.
5. VERY IMPORTANT disconnect the battery from the battery controller first, if it's just plugged in that's easy, as long as you don't plug it back in backwards somehow its gonna be fine but if the battery cables are soldered into the board, cut the "-" or "minus" or GND wire first with pliers, tape the cable with insulating tape so it doesnt touch anything, then cut the positive terminal.
when you resolder the connection, solder together the positive wire first then the negative wire, just like you would with a car battery.
6. after you disconnected the battery, you can now check the PCB board for any faulty, burnt or corroded components and connections. check visually first, preferably with magnifying glass and strong light, use the pic-related contact cleaner if stuff is corroded, then check with a multimeter, every component has it's own specifications you can check for faults with said multimeter, see online electronics guides for more info on that. its good to work on components individually so you dont lose track of what you are doing and consult the internet on what you gonna do cause fucking up means it's either gonna explode the moment you put everything back together or later when you are charging it.
7. the final step. put everything back together and test it, preferably outside, see if it turns on, rides and charges. if the e-scooter is still fucking broken, just replace the PCB board in the steering wheel, why do i recommend doing that as a last step? because it costs around 50 dollars and is most likely not the cause of your issue
