I believe this is a good idea that can be expanded to include any money sent to another nation from the US. Immigrants send lots of money "home", but the biggest amount is the very wealthy who stash their cash in offshore tax havens. That's 5% of about $10 trillion.

Everyday we hear about another Indian "student" in the USA that got caught scamming the elderly. For every 1 caught 20 go uncaught. These thieves then send their stolen money back to India where they'll eventually return to as wealthy people (since India has the lowest cost-of-living on earth.)
