Looks intentional to me. Both vehicles moving significantly faster than traffic that close together isn't normal, the pickup did a quick dodge left only when he saw the scooter sitting there, plus the pickup driver was out the door far to quickly for a surprise incident. The way the driver got out of the truck suggests he thought the rider would be down for the count and he was going to fuck him up further, probably by kicking.
