This offended a certain type of people called wowsers, I don't know if you have this in America but having a v8 starting getting associated with being a bogan.
I'd say leading up to 2010 something like the "won't you think on the children hysteria" became common in the media so to buy votes politicians introduced tough of crime legislation and "more police". Boomers especially women absolutely ate that shit up, yet its those normies that are harassed the most for going 5km over the limit now.
Look up elections in 2010 and you see their main policies, also this exact time a lot of roads had their speed limit reduced by a lot.
Another weird thing is the tall poppy culture which the UK has as well.

Most people didn't want to remove the unrestricted limits. I happen to know a freeway in Australia that despite having some of the most speed camreas on a road still regularly has fatal accidents on it.
