Why wouldn't one try to get the feds to pay for it? The feds are the ones who have the ability to create money and can sustainably run deficits. Not that I agree with your characterization -- California has a highly diversified economy and very large population, so yes it earns more than it takes. But the idea that federal subsidies would be bad is laughable and I have no idea how such a sizable portion of the underclass let themselves be gaslit into thinking they were.

Taxes are a check on inflationary pressure, as they destroy money. The theoretical taxes some rando factory worker would pay and the cost of some methadone program in the Bay Area would be a drop in the proverbial bucket. So the state + the states you can export to.

Its also where USA accidentally put most of its Military Industrial Complex(plus most of the tech sector), and Hollywood.
