LMP stands for Le Mans Prototype, but the hypercars are a joint-class with IMSA and I think some other race as well, i.e. they coordinated with other race organizers so that these cars could be more widely used, thus making it more reasonable for manufacturers to invest the money.

They were developed specifically for LeMans and are, 24h LeMans aside, only run in a few specific LMP2-only race series.
The LMP2 cars are also pretty much identical, and haven't changed in many years (2017 I think was the last new model, a replacement is intended for 2028). This drives up numbers and down cost enough as is.

They kind of did. The LMDh formula was originally known as IMSA's "DPi 2.0" before the FIA got their heads out of their asses and partner with IMSA.

It was the #51 that went 360+kmh and finished 3rd. They also edited the trap speed in the live-timing after the race to some arbitrary number that matched the #50, but it was the lowest placed car that got DQ'd???
