Why is it nearly always one of these things that nearly causes an accident on a quiet British countryside road?

And then you look inside and it's 70 year old Peter and Doris absolutely oblivious that they've pulled out onto a 60mph road at about 33mph

Around here it's usually some old Volkswagen or Citroen doing between 60 and 120 km/h depending on how straight the road is (and not depending on the actual speed limit). I don't think they can even read the signs or remember what they said, they just adjust speed based on how hard it is for them to stay in the lane.
Nobody is retarded enough to crash into them from behind, though.

Trying to overtake them can be frustrating as they typically build up speed exactly on the parts of the road where you could overtake without risking a head-on collision. Getting past them when they're already speeding would require speeding so hard you'd lose the license instantly if caught.
