I think the real culprit was indeed immigrants but not the obvious one. I left LA at the beginning of this year but before that I'd noticed that pretty much every delivery or rideshare driver was some kind of FOB that didn't speak English, mostly Chinese and Indian but also quite a few Slavs. I also noticed a huge upswing in crazy shit happening on the roads, stuff I used to see once a week started happening multiple times every day, and I think there's a direct connection - FOB drivers from places with way more chaotic traffic, driving around a city they don't know, blindly following GPS that often doesn't handle LA's complicated interchanges well, etc., is a huge recipe for erratic driving.
From what I've heard, most of those people were coming over on tourist visas and working illegally for 6 months or a year while living in a 2 bedroom house with 12 people and then going back with what to them is a big stack of cash and I wouldn't be surprised at all if they all bailed the instant ICE showed up.
