The GTO doesn't really share anything at all with a 4th gen F body except having an LS family engine and a T56. A 4th gen has a double wishbone front suspension with a torque arm and rear solid axle, while the GTO has a MacPherson front and trailing arm independent rear suspension.

It wasn't from a performance standpoint, but a build quality standpoint. You could now have a car that looked like a Ferrari but wasn't nearly as temperamental. You have to keep in mind the 348 was still a thing with the NSX launched and the NSX was FAR more refined in daily driving scenarios. Hence why you see 400k+ mile NSXs and 348s are mostly weekend toys.
