It's probably the elderly. But to pick from your chart I'd say it depends what you mean by bad. Women drive the speed limit and follow the rules but they constantly hit curbs and parked cars because the female mind is bad at conceptualizing distance in 3D space for some reason. Even the best female drivers I know have 4 fully destroyed rims. Also I'd say women have the least conception of how to drive fast skillfully because they never drive fast, never explore the limits of their car, never play racing games, never drift in snow, and have no interest in any of it. On a track, of all these groups, a female definitely comes in dead last.

Meanwhile blacks are about the polar opposite, they are constantly speeding and swerving around with no conception of the law and obviously this leads to the most serious accidents, but they're probably the most skilled drivers of this bunch just because they're constantly at the limit of their machine. It's unironically third world driving. The US is literally one of a handful of not the only nations on the planet where roads are not considered mix use but rather cars only. Most other nations , especially thirdies, are used to mix use which makes roadways a flood of cars, bikes, scooters, people and whatever else they can rig up. The worst driving I have ever seen was when a bunch of Muslims were flocking to a convention for Muhammad day. I was on a two way access road, and these people had cars coming at me in both lines and at one point one of them was going in my direction on my right shoulder. I few years ago, I would have been torn up between inner city blacks or women drivers. After driving in Kuwait and Saudi Arabia, indians and muslims take the crown of worst drivers. They take the bad aspects of all demographics. They drive recklessly on the highway like blacks and park anywhere and where ever they get away with. Be it on a side walk or just stop in the middle of the road. If there is traffic, a bunch of them will start using the emergency lane and clog that too.
