there was a notorious LAPD officer. he'd drive around stealing drugs from dealers and using them himself. he'd beat their asses or make them do humiliating things. he'd act like he owned them because he was practically above the law and could take any of them to jail for anything. they eventually caught his misconduct, and he ratted out the entire LAPD for all the shit they also did in exchange for a generous plea bargain.

Cops ruled the roads and could do whatever they wanted before body cams. there was a cop called the "South Side Rapist". he'd just walk into women's homes, rape them, make them take a shower, then leave. being a cop basically gave you almost total immunity to criminal activity, especially murder and narcotics .
