Does anyone have the exact laws that dictate why cars have to look like this since the early 2000s? I always hear it's about pedestrian safety, but I can't find any specifics. I want to know who ruined vehicle design forever

Well there have been no major changes since the 1990's, when the automobile was perfected by the Japanese. Since then it's just refining a perfected form; same reason the iPhone stopped changing. This type of car is really incredible, from an engineering perspective.

Thankfully, there are still many exceptions to the trend. A few off the top of my head:
>Jeep-style (Wrangler, Bronco, G-Wagon)
>square cars (Cube, Soul, xB)
>American muscle cars
>911
>Nissan Z
>Corvette

Even among econoboxes, a good sedan is at least one step removed from the ubiquitous blob shape.

No, all of these cars have the hideous wide rocker panel look which began around 1997 and never went away

Do you?
For the longest time this bit, you know, the rocker panel, was generally rolled under the car; even the super-square early 80's barges had this styling cue. Of course, around 1997-2003 every manufacturer simultaneously decided that giving every car the automotive equivalent of a college gut was in fact the way to go. Was it symbolic of weight gained in other areas of the car(s)? Was it the hip thing because bmw sort-of kind-of did it earlier than others? Was it pure fucking spite directed towards the consumer? No clue. But it's ugly, and it's never, ever, ever, ever going away.

That is the least of OP's pic's problems. Why does everything have to look like it belongs in a Michael Bay Transformers movie?
