Around here it's often some old fuck who probably can't even see the signs, just drives at whatever speed feels safe at the moment and can barely stay in the lane.
The places where it's safe to overtake (e.g. road ahead isn't completely obscured by hills and trees) are typically the places where the old person feels it's safe to drive faster, so it's impossible to overtake them without reaching license-terminating speeds.

Also OP, Waze is your friend (not required to register to use it but it keeps your data nonetheless) and rule #1 of speeding is to not exceed your own viewing distance. That includes distance for your current speed possibly spent on decision making and braking.

My country is one of those but they aren't even needed anymore honestly, most navigation systems have fixed camera locations saved and you can see them on the map. And some will even get live updates based on people reporting cameras (which has been really accurate in my experience, it's awesome). So radars aren't really needed for most people, modern navigation just tells you anyway, and you can just use your phone if you don't have navigation in your car.

My car beeps if I'm approaching a speed camera, but most of the fixed speed cameras in my country aren't even working most of the time, or only trigger from doing 50+ over the limit.
