Some cars you have to take the front bumper off., or the inner wheel well lining
But most are 3-4 screws / bolts easily accessible.
OP, if they aren't easy to remove, just go with the plastic polish with the housings still in the car method. With enough force and time you should at least make some noticeable difference but your hands might hurt after it.

For 'all in one' headlight restoration Sylvania or Cerakote sell a good kit.
Eyes Outside, Plexus, Honda Spray, or Kleenmaster Brillianize are all good for polishing polycarbonates.
Plane Perfect Clear Coat, Aeroplex Aeroguard, or Novus 1/2 can be used for long lasting results.

you don't need to remove the headlights to wet sand them, just put masking tape all around the headlights to protect from accidental scuffs. I used pic related on 4 different cars before the sanding pads wore out, and normal wet sandpaper will work just fine, the rest of the stuff is still good.

Depends on how rough it is. If it's rough start with sand paper and and wet sand up to at minimum 2000 grit then compound and polish until it's crystal. 1500 grit isn't high enough to finish on on sand paper

What does? If you replace it with a new one it degrades the same. You can seal a polished headlight with sealant or wax.
If your driveway is full of snow and you can't get out, do you shovel the driveway or say "it's just going to snow again in a week anyway?"
It's better to polish it than do nothing.

I used to have this magical shit from a florida gun show. It was like a marine paste. It was the only shit that could fix my salt sprayed x type headlights back in 2014.

Do Not leave it on for more than 10 seconds at a time.
This is also beneficial to do first if you use one of the actual headlight polishing kits.

Well I'm not the guy who said that. If you read my post it acknowledges that it does degrade, but it can't hurt to clean it. Mine have lasted, and I've only ever done it once per car and never used sealant or even wax. Maybe you replied to the wrong post.

yeah. It won't last for long, but it helps. I've used some of those kits before and they work, you sand off the surface, sand it smoother, polish, and apply a protectant. In my experience the protectant in the kits barely lasts over a year but you can just redo them but at that point the price of the kits adds up to the point you'd rather just get new lenses that'll last at least 5 years before yellowing.

what clear coat do you use specifically? The wipe-on coat supplied in those headlight kits never lasts long.

The term 'plastic' is something of a malapropism, since plastic is a term for a material property, while the materials themselves are polymers, which are usually rigid, to which plasticisers are often added to make them plastic, that is to say softer and more manipulable.
All of which is to say, yes, you skin could be described as a form of 'plastic'.
