I think anyone with no duis or wreckless driving record can apply for a cdl and an occasional drug test.
the problem is that for no good reason at all foreigners on work visas are allowed to apply because races like jeets chinese and arab shouldn't be allowed to do this because most of them are not experianced drivers or if they're from india they have learned to drive incorrectly.
