It's a packaging thing for OEMs.
Modern seats are big and wide and can't be put much closer to the center of the car.
Maybe that will change with EVs not needing a transmission tunnel.

I moved my seat in my 1992 Camaro to the center of the wheel.
About 2in closer to the center console.
Makes left foot braking much easier.

I actually know the answer anon, and it's gay as shit. basically stats show that the inboard you are away of the B-pillar, the higher the likelihood you survive a crash.
So they push the seats towards the center for better safety ratings but leave the steering wheel and pedals in a normal position, thus making you contort yourself to drive.

You can install an aftermarket seat and probably use modified brackets or something to fix this.
Also, consumers don't really want bigger cars, but they do want the same amount of interior space for comfort. So with all these added safety rules that means the exterior of the car keeps growing bigger while the interior space remains the same / gets slightly smaller.

oems try to consolidate models into as few platforms as possible to keep costs down, so they'll often have dash assemblies that fit multiple models ok, rather than fitting each model perfectly
i can see it in my 2018 camry which uses the TNGA-K platform, which is what the highlander and rav4 are on as well as like 20 other models.

It's well known that because the F22 floor pan is based off that of the F32 that they weren't able to get the proper seating location and the seats are mounted inwards. It's quite literally the exception.
