Relatively easy. As long as you have the knowledge and skills to pass the written and driving tests, getting a CDL from the DMV is pretty straightforward.

Depends on the state. California companies have been trying to monopolize trucking so they there CDL's at bunch of immigrants, paid them 4chan nanny salaries, and send them out to flood the market.

Apparently anyone can get one. I just had a trucker with face tats be 6 hours late for a crane pick and then he showed up with his equally scummy friend and smelled like weed and didn't know how to put together a hard hat. He also stalled his truck when all he had to do was allow it to roll 5 feet and then hit the brake again.

As with any other driving license in the US, it's fairly easy since it's just some written tests and a road test. The trick is getting hired after if you didn't attend a school with at least 160 hours of instruction because insurers won't accept you without that.
