Blue had a choice and should have stayed in the right lane until reaching the exit, not change lanes just as he's exiting and while a car is parallel to him too. In French highways, about 500m before exits, the dotted line of the right lane get shorter dots, and from that point it's considered unsafe to change to this lane to take the exit. This rule is made to avoid people cutting in front of other vehicle to take the exit.
You can still do it, it's not illegal (if you're not cutting off people), but it's considered unsafe.

So both drivers changed lanes to places they didn't want to be and then abruptly changed lanes again without maintaining awareness of other vehicles?
In a ideal world both of these ladies would be punished with a license suspension and insurance rate increase, but in this world if I was getting paid to make the call I'd say red was at fault for failure to yield.
