They used to. Renault had a deal with AMC to sell their cars through AMC's dealer network, which came to a halt when Chrysler corporation bought AMC, and eventually terminated all their brands except for Jeep.

They were decent cars, but they had terrible product support.
AMC almost treated them as an afterthought, and a lot of dealers just would not work on them. Yugo's were treated the same way.
The independent shop I worked in always had issues just getting parts for them, and factory service info was unobtanium.

In my country it's easy enough: Log into the Ministry of Transportation's web site with some kind of strong id, select your car (it's listed there already if you legally own it) and click "Decommission". This will also pause its insurance. You can just click it back into commission later.
They might want a small fee for that + re-commissioning it later, but it's probably less than taxes and insurance.

So there's no loophole anymore : if you bought a car and didn't pay the tax then (purchased used in Germany for exemple), the next owner will have to pay the tax (new owner = new registration in France).

It's not that bad. The only real issue is full-cab pickups: the cars themselves are very affordable, but the emission tax would almost triple the price.

Otherwise, people who have money to buy cars the price of a house don't really care about an extra 50k.
