Just continue in same lane at a constant speed. Any kind of adjustment including pulling over increases the odds that hot dog miscalculates and hits you. I have tried changing lanes towards the right when i see guys like this approaching from behind and it's been mixed results whether it made the situation worse. I only do it now if i have a ton of time before he's ready to pass.
