Typical american, assuming (rightfully) that the rest of the world is a shithole, while at the same time assuming that shit in the rest of the world happens just like it does in the US.
The reason why people do this in their shithole (read: Brazil) countries is easy, the police, and then entire rule of law in those places is more of a suggestion. Easily bribed and more easily threatened to look the other way by crime syndicates, cartels, and mafias.
Your only choice is to get any sort of justice is to take it with your own hands, and doing it like this? where you don't even have to stop and be, you know, identifyable? all the much sweeter and easier to get away with it once the rest of the goons fleecing people come looking for revenge.
