Dunno about Norway, but hasn't the EU's Alternative Fuels Infrastructure Regulation (AFIR) specifically mandated that all charging stations above 50 kW must accept chip+PIN?
Existing stations have to be upgraded to comply by 2027.

Did you get this from google ai? Anyway, I’ve encountered exactly one charger in Milan that normally used cards without needing a stupid useless app for it, the rest were exactly what I complained about. Since Norway isn’t in the EU, I very much doubt they implemented such measures.
