How can I upgrade a Subaru Legacy? Is that even possible?
It’s a family members old car and they gave it to me after they upgraded. Any good mods or things to make it look more… cool??

Not much you can do performance wise if it's NA in terms of the engine.

A lightweight set of 17" wheels and good fat tires will look good + give you a better ride.

ECU, nitrous, and sports tires should be more than enough to complete the Rally of Capri on easy, provided you have your A license. With a win there against something like a 200hp 80s Audi Quattro, you'll win 5000 credits and the 2002 Toyota RSC Rally Raid car, which sells for 265k credits.

Commuter cars are best enjoyed as commuter cars. The most you should do to the car is buy good tires when the current ones wear out. Any cosmetic mods will look tacky as hell.
Ricing out a commuter car shows that you're driving that car not because you don't care about performance or because you're legitimately poor, but because you're genuinely terrible with money and are addicted to impulsive decisions
