Fuel should cost more to incentivize the people who hate driving anyway to waste less of it commuting (or at least to pick something more efficient to do it in), to save it for the people who actually enjoy driving.
As I've posted before. Oil refineries make a hell of a lot more than automotive gasoline.
What's happening is an increase in "natural gas" use which also has to be extracted (it's what fracking is for) and refined and is arguably just as bad for the environment.

Just track every journey, and tax per mile.
That will tie in well with tracking drivers speed, heavy braking, and bad driving too, and fines can automatically be issued.
