It's probably in good shape Anon with a bunch of maintenance taken care of, there's 70,000 mile cars I wouldn't even touch if a real shithead has been not maintaining the reasonable oil intervals and keeping up with the rest of it.
Fellow Jax boi here. Come on OP. You should know better. Unless this guy has receipts for the work, I would check it out without expecting to buy. It's a half ton gas engine, not a a full diesel. At most he should be $10-$12k if truly that good. I've watched the truck market here and this guy is way high.

Performance mods don't add to the value of a vehicle. $10k would be reasonable but 17k is way too much for a high mileage molested truck.
