What do you do with excess straps when there aren't any elastic loops to tie them up with?
I'm tempted to just cut of a big piece and melt the ends.

For those, you're supposed to fold and tie them. For modern backpacks with straps all over everywhere, I cut them.

These in particular are so overly long and have loops at the ends, I wonder if there is a point to them.

I use those little velcro cord keepers like you use for cable management behind a computer.

If you have a Scheels or something similar near you, sometimes you can go buy those things for like $0.50. I went and bought a bunch for SAR, I use them to tie down my radio antenna and all kinds of loose gear.

Just tried that, that's not it. They're so long, my arms would be almost stretched completely. I think the loops are really just to get a better grip when you want to adjust a full backpack. I will keep them intact, fold them up and use velcro cable organizers. Somebody must have had something in mind when they designed this.
