Like I said, most parks are open and running as well as they can be while understaffed. But some are gated and closed. You can walk around the gate I guess but you can't do much anyway, either things are too far or still totally inaccessible without tours. The national parks that are mostly closed right now are cave parks, parks that protect historical ruins, and some other "special" parks like Petrified Forest that have to worry big time about theft of resources. Also White Sands because of military shit, though I think they also have concerns about people taking the sand. So almost all the parks I wanted to visit in this region of the country.
Pretty sure parks all have their own set of codes and laws and hopping a gate can still get you in trouble during the shutdown. Which is hardly exclusive to this time of shutdown, some parks like Petrified Forest are only open for certain hours of the day anyway, or certain parts of any park can be closed for construction or whatever. If it's closed it's closed and they can fuck you if you trespass.

Parks that are currently gated and closed include Mesa Verde(the good part), Petrified Forest, Carlsbad Caverns, White Sands. Also many National Monuments etc. including Gila Cliff Dwellings, El Morro, Aztec, Chaco Culture, Bandelier, Valles Caldera. There are others in other parts of the country but these are all national parks I hoped to visit on this trip.
