Hey /p/,

1. I’ve got a Fuji X-T5 and want to upgrade to full-frame but keep size and weight close or lighter. Need no downgrade in IQ.
Considering Sony A7C II or Canon R8.

R8 lacks IBIS. Can that be fully compensated with stabilized lenses or handheld techniques?

2. Thoughts? Other recs? What’s /p/’s preffered mirrorless Camera? Full frame? APS-C? Ricoh?

In some cases that won't make any difference, and in others it will result in a blurrier picture.

Lack of IBIS when the lens ecosystem has plenty of IS lenses isn’t a big deal. You’ll just have to be judicious and use your non-stabilized lenses in good lighting.
IBIS tends to be better until it’s not. It doesn’t work well on wide lenses where the corners can blur and smear, and it losses effectiveness at longer focal lengths (the quoted stops of effectiveness is theoretical, realistically it’s usually 2-4 stops).
So lens stabilization is usually just as good. You just don’t get it on all lenses.
There are handheld techniques for stabilization. You can add tension to your camera strap like using a rifle strap to stabilize a rifle. You can hold the camera against a wall. Get creative.

Just out of curiosity. What makes you want to ditch the XT5? I've been looking to get a new camera for the first time in many years and I've been eying the XT5 a lot.
