First, is there a commonly accepted file format for digital die cutting machines, like .stl files for 3D printers? Second, how likely would a local print shop be to have a machine that can use such files?

Cricuts and the like use .SVG files but you can upload jpeg images to them anyway. print and cutting is a thing too, print onto paper, machine cuts it

Local scrapbook/card making shop probs have a cricut or the like.

First off, die cutting is a mechanical stamping process that uses a die, Cricut and and equvalent pro grade cutting machines are known as knife plotters (but can draw with a pen too).

One of the main places you will find them is sign shops.

i have one of those cameo3 machines and import them to sillouette studio, from illustrator on a dwg exported file.

working in separate layers for cut or crease help s lot.

same with laser cutting machines
